Following the 2015–16 crisis that saw record numbers of refugees arrive in Europe, policymakers have shown interest in creating managed, legal alternatives to the dangerous, unauthorized journeys many asylum seekers make. While these discussions should be informed by an understanding of current pathways and protection channels, it is "nearly impossible" to know how protection seekers enter and what legal channels are available to them, as this MPI Europe report explains.
For children in U.S. homes where a language other than English is spoken, early childhood programs that are responsive to their needs can be key to later academic success. But as states refine their Quality Rating and Improvement Systems (QRIS) to assess such programs, immigrant early childhood workers with in-demand language and cultural skills may be left behind. This report examines the challenges these workers face and promising practices to serve diverse communities.
Mexico has apprehended more than 50,000 unaccompanied children since 2014 and introduced ambitious reforms to safeguard their rights. Yet the gap between policy and reality is wide: Most are held in adult detention centers rather than child shelters and report never being told of their right to apply for asylum. In its first systematic attempt to track the effectiveness of different removal and enforcement strategies that migrants face after being apprehended at the U.S.-Mexico border, the Border Patrol in fiscal 2011 launched the Consequence Delivery System (CDS). This report examines the strengths and limitations of CDS, and finds that as stricter measures have been implemented, attempted re-entries have fallen.
Refugees in Canada have experienced mixed success when it comes to economic outcomes. While they struggle to enter the labor market, over time they catch up to other immigrants and the Canadian born. This report examines the web of programs that facilitate refugee integration, as well as differences in outcomes—including for those who are privately sponsored or resettled by the government.
While it has been years since the Association of Southeast Asian Nations signed accords to facilitate the movement of professionals in seven occupations, implementation of these Mutual Recognition Arrangements remains "painfully slow and uneven across countries." This final report in an MPI-Asian Development Bank series explores MRA implementation by sector, and offers recommendations to help achieve the goal of greater skill mobility in Southeast Asia.

Cities have played a significant role in addressing Europe’s migration crisis, including by helping migrants and refugees integrate successfully into the local labor market. This report identifies concrete actions that could be taken to better leverage European Union soft law, funding, and knowledge exchange mechanisms to support cities’ activities in this area and to deliver more effective services.

Nearly 2 million immigrants with college degrees in the United States—one out of every four—are employed in low-skilled jobs or unable to find work. This report explores this skill underutilization, often referred to as brain waste, and offers the first-ever economic costs of underemployment for immigrants in the United States: More than $39 billion in forgone wages and a resulting $10 billion in unrealized tax receipts.
