Karoline Popp

Karoline Popp is a researcher in the Research Unit of the Expert Council of German Foundations on Integration and Migration (SVR).

Before joining SVR, she worked for the International Organization for Migration (IOM) in the fields of migration policy and international cooperation in Geneva, and in IOM’s Regional Office for the Middle East and North Africa in Cairo.

She has a bachelor's degree in geography from Oxford University and a master's degree in dispute and conflict resolution and international law from London’s School of Oriental and African Studies (SOAS).

As EU Member States struggle to deliver on the European Union's call to expand channels for foreign workers, they should focus more on attracting the middle- and low-skilled third-country nationals needed by the labor market yet for whom few opportunities for admission exist. They also would do well to consider their migration policies in light of labor market, foreign policy, and development objectives, rather than as a means to reduce irregular migration, this report cautions.
