Cindy Y. Huang is an independent consultant and also a Nonresident Fellow at the Center for Global Development (CGD). She has more than 20 years of experience leading humanitarian and international development efforts across government and nonprofit sectors.
Most recently, Dr. Huang served as Director of Policy at the U.S. Agency for International Development, leading a team focused on policy planning and strategic initiatives at the intersection of development and national security. Previously, she was Director of the Office of Refugee Resettlement at the U.S. Department of Health and Human Services, led initiatives at the State Department on food security and conflict prevention, and oversaw investments in agriculture, health, and education at the Millennium Challenge Corporation.
In the nonprofit sector, Dr. Huang served as Vice President of Strategic Outreach at Refugees International and co-directed the program on migration, displacement, and humanitarian policy at CGD. She began her career as a humanitarian responder with Doctors Without Borders.
