Tens of millions of people around the globe have been forcibly displaced by conflict, natural disaster, or persecution, seeking refuge either within or beyond the borders of their country. Humanitarian protection, whether for refugees, asylum seekers, or internally displaced persons (IDPs), represents a key policy area for many major immigrant-receiving countries as well as nations bordering locations where war, political upheaval, or natural disaster have disrupted daily life. The research offered here relates to the law and practice of protecting refugees and IDPs in areas of conflict as well as in industrialized nations, with a focus on secure solutions and effective institutional arrangements for comprehensive protection.

Belonging: The Resettlement Experiences of Hmong Refugees in Texas and Germany

Drawing on a case study of two Hmong refugee populations from Laos that were resettled in a major Texas city and a German village, this article explores the different approaches to immigrant integration found in the United States and Germany as well as the outcomes for the Hmong and their sense of belonging in their new communities.

Sweden’s strong economic record continues to be marred by its struggles to integrate immigrants, especially those who come through humanitarian or family channels. This report describes how Sweden is trying to overcome these labor market integration challenges and analyzes how successful its workforce development and integration policies have been in helping immigrants progress from low-skilled work to middle-skilled jobs.

Turkey’s Evolving Migration Identity

Turkey’s migration identity has shifted from being principally a country of emigration and transit to becoming a destination for immigrants and people fleeing conflict. In response, Turkish policymakers recently enacted a comprehensive migration and asylum law that took effect in April 2014. This article examines the new law, which is intended as a significant step toward managing both legal and irregular migration to Turkey, including humanitarian migration.

An EU Commissioner for Migration? The Devil is in the Details

In the coming weeks, the President-Elect of the European Commission and leaders of the European Union will discuss the new institutional map of the European Union, including new portfolios for the incoming college of Commissioners. Despite the fact that immigration is a critical challenge for the European Union, it has become harder for EU institutions to forge a strong policy. Perhaps as a result of this disconnect, one of the key ideas on the table is to create a Commissioner for Migration.

The European Council's new strategic guidelines, which set the pathway for future policy development in the area of Justice and Home Affairs in the coming years, seem unfeasibly insulated from today's migration and asylum realities and challenges confronting the European Union. The draft represents a missed opportunity to lead EU heads of state forward on critical issues in this area, MPI Europe's Director writes in this commentary.

This article examines the U.S. Temporary Protected Status (TPS) program that grants humanitarian relief to nationals of certain countries embroiled in violent conflict or recovering from natural disaster.

Unaccompanied Minors: A Crisis with Deep Roots and No Simple Solutions

The flow of unaccompanied children from Central America and Mexico to the United States has surged 90 percent since last year, with government officials predicting that it might reach 90,000 by the end of the fiscal year in September—and perhaps 130,000 next year. This telebriefing discusses factors behind the flows as well as short- and longer-term policy options for improving how the U.S. immigration system interacts with this population with distinct needs.
