In addition to upending daily life in the classroom, the pandemic has affected how states administer annual assessments to their students—disrupting a key means of collecting data on new or growing learning gaps that demand attention. This report explores how states have approached testing English Learners during the COVID-19 pandemic, and what 2020-21 assessment data can and cannot tell us.

As the United States becomes more diverse, changes in the cultural makeup of communities can challenge longstanding practices in human services delivery. Immigrants make up a disproportionately high number of U.S. health-care workers, from doctors and nurses to home health aides. In 2018, more than 2.6 million immigrants worked in the U.S. health-care field. In the face of the coronavirus pandemic, immigrants have played a key role in the frontline response. This article explores the demographics of this group of essential workers by occupation, origin, language, education, and more.

Although the number of U.S. residents who speak a language other than English has grown in recent decades, the share of those who are Limited English Proficient (LEP) has fallen: 40 percent in 2015, compared to 44 percent in 1980—even as immigration rose rapidly. This article examines growing linguistic diversity in the country and sketches a profile of the LEP population, including size, location, and socioeconomic characteristics.

The Head Start program—a model for early childhood education programs nationwide—has served more than 33 million children since its inception half a century ago, many from immigrant families. This article examines the role of Head Start in the education of Dual Language Learners, who now comprise one-third of enrollees, and discusses how recent policy changes may affect this population.

More than 653,000 immigrants became U.S. citizens in fiscal year 2014, bringing the total number of naturalized U.S. citizens to 20 million—nearly half the overall immigrant population of 42.4 million. A split ruling by the Supreme Court in United States v. Texas has dealt a hard blow to the Obama administration's signature deferred action programs. While the decision makes it unlikely the DAPA program and DACA expansion will be implemented in their current form, the outcome at the high court may have opened a path for renewed movement on immigration policy changes in Congress, as this article explores.

Immigrants play important roles across the U.S. health-care workforce, but not all of those with in-demand health and medical degrees are able to put their skills to work. Addressing this skill underutilization, or “brain waste,” has only become more important during the pandemic. This brief examines the extent of skill underutilization among immigrants with health degrees in Illinois, a state with a long history of immigration, and efforts to better leverage these skills.
