Europe faces an interesting set of immigration challenges and opportunities: Demographic pressures as many European societies age, a lively and at times tense policy and political debate over questions of identity and immigrant integration, and a unique policy environment that has knit many European countries together with regards to free movement, the management of outer borders, asylum, and other immigration-related topics. MPI has long conducted research and analysis of European policy on topics ranging from labor mobility and border security to immigrant integration, citizenship, and foreign qualifications recognition, which can be found below.

As millions of people fled Ukraine and sought safety in countries across Europe after Russia's 2022 invasion, community-led projects emerged to help newcomers find temporary housing in private homes. These hosting initiatives have helped quickly address a pressing housing need, fill gaps in official reception services, and engage communities in welcoming refugees. But they have also posed challenges, as this policy brief discusses.

Americans Abroad: A Disillusioned Diaspora?

While many countries are increasing engagement with their diasporas, U.S. policy has chiefly focused on U.S.-based diasporas from other countries, despite its own estimated overseas population of 7.6 million. This feature explores results from a survey of more than 1,400 U.S. citizens and 140 former citizens living abroad, many of whom are critical of limited U.S. government engagement with them even as restrictive financial reporting regulations have been imposed.

Years After Crimea’s Annexation, Integration of Ukraine’s Internally Displaced Population Remains Uneven

With nearly 1.4 million internally displaced persons (IDPs), Ukraine is home to one of the largest IDP populations in the world. Five years after Russia's annexation of Crimea, displaced Ukrainians continue to face challenges related to national identity, social cohesion, and political participation. While the Ukrainian government has had some success integrating IDPs, the conflict’s end remains uncertain, and many are unlikely to return to their communities of origin no matter the outcome.

Faced with a lack of employment opportunities and recurrent poverty, Albanian youth migrate to Italy alone in the hopes of improving their educational prospects or making money for their families. Yet upon arrival, they face many vulnerabilities. While some protections for unaccompanied minors exist in the Italy, the system is greatly fragmented and challenges, including how to return them to Albania, remain persistent.

International Experience Suggests Safe Third-Country Agreement Would Not Solve the U.S.-Mexico Border Crisis

While safe third-country agreements appear to hold the potential of deterring new asylum claims, experience suggests this may be a false promise. As the Trump administration explores the possibility of such agreements with Mexico and Guatemala, this commentary examines the evidence of safe third-country arrangements in Europe, finding them difficult to enforce and playing little role in deterring new claims.
