The world has millions of refugees who are unable to go home or unwilling to do so in the face of persecution. Resettlement to a third country is considered for only a fraction of refugees, those whose conditions are so perilous or whose needs cannot be met in the country where they first sought protection. Only a small number of states take part in UNHCR resettlement programs—among them the United States, Australia, Canada, the Nordic countries, and increasingly some countries in Europe and Latin America. The research here examines refugee protection and resettlement policies.

One of the major challenges Canada faced during its extraordinary push to resettle 25,000 Syrian refugees during a four-month period was to find housing for these newcomers. This report explores how the government, resettlement case workers, and private citizens tackled this challenge—balancing cost and location, access to services, and more—and how lessons learned can improve refugee housing practices for other countries going forward.

The sub-Saharan African immigrant population in the United States is a small, but quickly growing, one. Between 2010 and 2018, the size of the sub-Saharan African population increased 52 percent, far outpacing the overall rise in the foreign born. Immigrants coming from the 51 sub-Saharan countries, including Nigeria, Ghana, Ethiopia, and Somalia, are diverse in their origins and socioeconomic characteristics, as this Spotlight explores.

Even as refugee admissions have dropped sharply during the Trump administration, some countries and religions have been significantly more affected than others, as this commentary explores. In fiscal year 2019, 79 percent of refugees were Christian and 16 percent Muslim—as compared to 44 percent Christian and 46 percent Muslim in fiscal year 2016, which was the last full year of the Obama administration.
