The world has millions of refugees who are unable to go home or unwilling to do so in the face of persecution. Resettlement to a third country is considered for only a fraction of refugees, those whose conditions are so perilous or whose needs cannot be met in the country where they first sought protection. Only a small number of states take part in UNHCR resettlement programs—among them the United States, Australia, Canada, the Nordic countries, and increasingly some countries in Europe and Latin America. The research here examines refugee protection and resettlement policies.

While Europe and the United States saw terror attacks in 2016 carried out by radicalized immigrants or members of the second generation, policy responses varied on either side of the Atlantic. The Australia-Cambodia Refugee Relocation Agreement Is Unique, But Does Little to Improve Protection

Two years on, the Australia-Cambodia refugee relocation agreement—the first of its kind involving a traditional resettlement country relocating refugees to a country with no resettlement track record—has proven to be underwhelming in its outcomes. Only five refugees have been voluntarily relocated under the deal, of whom just one remains in Cambodia. Though Colombians displaced by a decades-long civil war found a welcome refuge in Ecuador, life has become more difficult for them in recent years, in part as a result of the influx of Venezuelans seeking safety. This article draws on surveys of migrants in Quito, comparing and contrasting the experiences of Colombians and Venezuelans, and assessing their perceptions of discrimination, victimization, trust in institutions, and hopes for the future.

Beyond Work: Reducing Social Isolation for Refugee Women and Other Marginalized Newcomers

As migrant- and refugee-receiving countries in Europe, North America, and beyond prioritize services that are focused on employment, language instruction, and civic integration, newcomers who are not in the workplace are at high risk for social isolation. As a result, societies should reconsider what successful integration looks like for vulnerable newcomers who will never find traditional employment or who need a longer-than-average timeline to get there.
