Marking the release of an MPI report, this webinar explores some of the responses made by school districts to bring immigrant and refugee newcomer students up to speed in English and basic academic skills, all while focused on the educational system’s ultimate goal of high school completion with the skills necessary for today’s college and career demands. The discussion focuses on how schools create and expand systems around the identification of students’ immediate and ongoing academic and socioemotional needs, and how they design programs and curricular pathways to balance these needs with state policy constraints.

Dual Language Learners (DLLs) now make up nearly one-third of all children ages 8 and under in the United States, and on this webinar, MPI analysts outline key findings from a national demographic and policy profile and series of state fact sheets highlighting characteristics of the growing DLL population and the policy context they encounter in state early childhood education and care (ECEC) systems. Panelist discuss the implications for the ECEC programs and systems that seek to provide equitable access and quality for DLLs, and highlight California's response to the growing population of DLLs in the ECEC system.

With the Trump administration having announced the end of the DACA program, Congress is facing growing calls to protect unauthorized immigrants who came to the U.S. as children. This fact sheet examines DREAM Act bills introduced in Congress as of mid-2017, offering estimates of who might earn conditional legal status—and ultimately legal permanent residence—based on educational, professional, and other requirements in the legislation.

These fact sheets compare key characteristics of DLLs and their peers nationwide and in 30 states, and identify state policies that support equitable access to high-quality early childhood education and care programs.

The changing nature of conflict has brought an uptick in gender-based violence in war-torn countries, with instances of rape particularly common in conflict zones. While many women leave their countries to escape such violence, setting off on the journey is no guarantee of safety, as they are vulnerable to further gender-based abuse in transit and at destination. This article explores the rates of gender violence among refugee, asylee, and migrant women, and examines supports available to survivors in the United States.

For children in U.S. homes where a language other than English is spoken, early childhood programs that are responsive to their needs can be key to later academic success. But as states refine their Quality Rating and Improvement Systems (QRIS) to assess such programs, immigrant early childhood workers with in-demand language and cultural skills may be left behind. This report examines the challenges these workers face and promising practices to serve diverse communities.

The future of the Deferred Action for Childhood Arrivals (DACA) program is uncertain, amid skepticism from the Trump administration about its merits and the promise of legal challenge from ten state attorneys general. This issue brief presents a profile of young adults eligible for DACA in terms of their educational attainment and labor force participation, as well as what is at stake should the program be terminated.

Turkey has been on the frontlines of the Syrian refugee crisis from the beginning. The vast majority of Turkey's nearly 3.2 million Syrian asylum seekers live in cities, putting pressure on the limited resources and legal authority of local governments to serve them. This article examines Istanbul's creative approaches to meeting the needs of this vulnerable population while balancing the concerns of local citizens.

As the number of asylum seekers arriving in Sweden each month climbed to the tens of thousands in late 2015, the Swedish asylum system reached a breaking point. Arrivals have since slowed, but the challenge is far from over. This report examines Swedish policymakers’ efforts to manage future flows and support integration of newcomers through changes to housing, employment, education, and health services.

A draft executive order apparently under consideration by the Trump administration could have widespread chilling effects for legal immigrants—both those already in the United States as well as prospective ones who seek to reunify with U.S. relatives. It proposes restricting green cards for low-income immigrants and making legal permanent residents more vulnerable to deportation if they use federal means-tested public benefits.
