In the post-9/11 era, U.S. policymakers have increasingly used migration policy tools to strengthen national security. This piece highlights civil rights and liberties issues that point to the need to re-envision the relationship between security and mobility, and discusses a proposal to "secure human mobility."

Many governments use shortage lists to either facilitate or discourage economically-motivated immigration into particular occupations or fields, but the practice of doing so raises a variety of practical and philosophical questions. MPI's Madeleine Sumption discusses the challenges of maintaining shortage lists and developing immigration policies around them.

Over the past two decades, the settlement patterns of immigrants in the United States have changed as an increasing number of the foreign born are choosing to make states in the southern and middle regions of the country their home. MPI's Aaron Terrazas profiles the immigrants in these "new-destination" states and compares them to the rest of the foreign-born population.

Destination countries of unaccompanied child migrants struggle with many questions related to why children migrate, how they should be received and processed, and whether they should be protected, integrated, or returned to their home countries. Amanda Levinson of ThirdSpace Consulting provides the context within which unaccompanied child migration occurs, and analyzes the policy response of the United States and European destination countries.

With August 2015 marking the three-year anniversary of the Deferred Action for Childhood Arrivals (DACA) program, this issue brief examines the status of DACA renewal applications and adjudications, the consequences of failing to renew on time, and issues affecting renewal rates. As of March 2015, 83 percent of those eligible to renew their initial DACA grant had applied to do so—proof of the program's high value to recipients, the authors find.

The in-country refugee processing program launched in Central America by the Obama administration in December 2014 as a response to rising unaccompanied child migration may provide a legal, safe alternative to undertaking dangerous, unauthorized journeys to the United States, albeit a limited one. This report examines the Central American Minors Refugee/Parole Program, as well as the history and track record of prior U.S. in-country processing programs.

While many countries are increasing engagement with their diasporas, U.S. policy has chiefly focused on U.S.-based diasporas from other countries, despite its own estimated overseas population of 7.6 million. This feature explores results from a survey of more than 1,400 U.S. citizens and 140 former citizens living abroad, many of whom are critical of limited U.S. government engagement with them even as restrictive financial reporting regulations have been imposed.

Filipino immigrants stand out from other top immigrant groups with their unique historical experience as former nationals due to U.S. annexation of the Philippines in 1899, close historic ties to the U.S. military, and prevalence in health-care professions.
