Apprenticeship Programs Are a Promising Solution to Bring More Multilingual Workers into Early Childhood Field

Shortages of workers continue to plague early childhood education and care (ECEC) systems across the United States. With the field already struggling to effectively serve young children in families that speak languages other than English, apprenticeship programs offer a promising solution to bring more—and more multilingual—workers into early childhood careers.

Overlooked but Essential: Language Access in Early Childhood Programs

Dual Language Learners (DLLs)—young children with a parent who speaks a language other than English at home—benefit greatly from early childhood programs, but they also enroll at lower rates than their peers. This policy brief looks at federal and state language access policies that aim to make such programs more accessible to DLLs’ families. It also examines persistent gaps in participation and ways to address them.

How State Assessments Became and Remain a Driver for Equity for English Learners

Lessons from the 2007 Legal Arizona Workers Act

Public Policy Institute of California (PPIC) research fellows Magnus Lofstrom and Sarah Bohn, and UC Berkeley professor of public policy Steven Raphael are issuing a new report that examines whether LAWA achieved its primary aims: reducing the unauthorized population, deterring their employment opportunities and improving employment outcomes of competing authorized workers. Their analysis also investigates whether Arizona’s legislation induced a shift away from formal employment.

With English Learners (ELs) representing nearly 10 percent of U.S. elementary and secondary students, many school districts are struggling to develop the capacity to meet the needs of children from immigrant and refugee backgrounds. This study provides an overview of supplementary funding mechanisms to improve EL outcomes, examining policies at state and local levels, and making recommendations for improvement.

Naturalization Trends in the United States

More than 653,000 immigrants became U.S. citizens in fiscal year 2014, bringing the total number of naturalized U.S. citizens to 20 million—nearly half the overall immigrant population of 42.4 million. Over the past decade, naturalizations have ranged from about 537,000 yearly to just more than 1 million. Learn more about naturalization trends in the United States with this Spotlight article.

Supreme Court DAPA Ruling a Blow to Obama Administration, Moves Immigration Back to Political Realm

A split ruling by the Supreme Court in United States v. Texas has dealt a hard blow to the Obama administration's signature deferred action programs. While the decision makes it unlikely the DAPA program and DACA expansion will be implemented in their current form, the outcome at the high court may have opened a path for renewed movement on immigration policy changes in Congress, as this article explores.
