Toolkit for Evidence-Informed Policymaking in Migrant Integration

The smart use of research and data can strengthen all parts of the policymaking cycle and, in the integration field, lead to better outcomes for immigrants and the societies in which they live. This toolkit offers resources and strategies to improve how evidence is used in policy design and implementation, program evaluation, evidence dissemination, funding decisions, and stakeholder engagement.

Promoting Evidence-Informed Immigrant Integration Policymaking

While many policy areas have seen a revolution in how information is gathered, shared, and used to inform new policies and improve existing ones, immigrant integration has not kept pace. This policy brief explores why integration policy in Europe has not yet seen the development of a robust evidence culture and offers recommendations for creating an environment in which evidence-informed policymaking can flourish.

Why the European Labor Market Integration of Displaced Ukrainians Is Defying Expectations

People displaced from Ukraine are finding work more rapidly in European countries than prior refugee cohorts. But uncertainty over how long they will stay, combined with hurdles such as language barriers, has meant many are prioritizing any job over the right job. This commentary examines how policymakers could address this waste of skills as they seek to fill pressing labor needs and facilitate deeper integration of the new arrivals.

Embedding Reintegration Assistance for Returning Migrants in the Local Context: The Role of Referrals

Although European programs to support returning migrants’ reintegration into the communities where they settle have expanded and improved in recent years, returning—at times after years away—is never easy. This policy brief looks at how reintegration programs can adapt the assistance they provide to the local context and connect returnees with longer-term support through referrals, and what it takes to make these referrals successful.

As assisted voluntary return and reintegration (AVRR) programs proliferate in Europe, there is growing recognition that counseling migrants as they prepare to return to their countries of origin can play an important role in their longer-term reintegration. This policy brief assesses the gaps between counselors in Europe and organizations supporting migrants after return that will need to be overcome to maximize the benefits of predeparture counseling.

Following the dramatic defeat of Theresa May’s Brexit deal in the UK Parliament this week, all bets are off when it comes to whether the United Kingdom will crash out of the European Union on March 29 without a Brexit deal. A no-deal scenario would have seismic ramifications for the legal residence, work rights, benefits and pensions, and health care for nearly 1 million UK nationals living on the continent.

After the Divorce: British Families Living in the EU-27 Post-Brexit

This brief looks at the potential impact of Brexit on British families in the EU-27, a group that is much less studied than their counterparts in the United Kingdom. As it explores, legal systems are not always designed to cater to the needs of families rather than individuals, and the patchwork of differing rights and benefits for EU citizens and non-EU nationals could mean some family members—third-country nationals, adult dependants, and same-sex or unregistered partners—will fall through the gaps.

As Brexit approaches, British pensioners in the EU-27 face a series of issues beyond those of the wider British population of the EU-27.
