While many policy areas have seen a revolution in how information is gathered, shared, and used to inform new policies and improve existing ones, immigrant integration has not kept pace. This policy brief explores why integration policy in Europe has not yet seen the development of a robust evidence culture and offers recommendations for creating an environment in which evidence-informed policymaking can flourish.

Why the European Labor Market Integration of Displaced Ukrainians Is Defying Expectations

People displaced from Ukraine are finding work more rapidly in European countries than prior refugee cohorts. But uncertainty over how long they will stay, combined with hurdles such as language barriers, has meant many are prioritizing any job over the right job. This commentary examines how policymakers could address this waste of skills as they seek to fill pressing labor needs and facilitate deeper integration of the new arrivals.

Although European programs to support returning migrants’ reintegration into the communities where they settle have expanded and improved in recent years, returning—at times after years away—is never easy. This policy brief looks at how reintegration programs can adapt the assistance they provide to the local context and connect returnees with longer-term support through referrals, and what it takes to make these referrals successful.

This policy brief assesses the gaps between counselors in Europe and organizations supporting migrants after return that will need to be overcome to maximize the benefits of predeparture counseling.

Europe’s Tackling of ‘Root Causes’ of African Migration Has a Mixed Record

The European Union has tried to leverage development assistance to address root causes of migration from Africa, including poverty, instability, and conflict. The EU Emergency Trust Fund for Africa, unveiled in 2015, has supported more than 250 programs totaling nearly 5 billion euros across 26 countries, but has had only partial success addressing the underlying drivers of migration, as this article explains.

Libya was once a prized destination for workers from around the world. But after Muammar Gaddafi’s overthrow in 2011, the country became the transit point for hundreds of thousands of Europe-bound asylum seekers and other migrants. Following Libya's 2017 deal with Italy to detain and return migrants caught at sea—which was renewed in February 2020—migrants became trapped in an unstable country, facing harrowing realities, as this article explores.

Several years after a flurry of tech innovations arose to respond to the 2015-16 European migration crisis and assist asylum seekers, "digital litter"—now-dormant websites, broken links, and poor-quality information spread through apps and social media—is floating around. At best, digital litter is a nuisance. At worst, it can place refugees and migrants in harm's way and undermine their decision-making, as this article explores.
