Using Risk Analysis to Shape Border Management: A Review of Approaches during the COVID-19 Pandemic

Although nearly all countries adopted travel measures during the COVID-19 pandemic, national approaches have varied considerably and often been controversial. In many cases, decisionmakers failed to clearly communicate the rationale for using certain measures. This report looks at how governments and international organizations approached travel-related risk analysis, and what it would take to do this more strategically in future public-health emergencies.

Reassessing Recruitment Costs in a Changing World of Labor Migration

Migrant workers can pay a range of costs when they are recruited and relocate for jobs abroad, accruing significant debt. While many countries, international organizations, and other stakeholders have sought to reduce or eliminate recruitment costs, the pandemic has exacerbated and added to these expenses. This policy brief explores how the costs migrant workers face have changed, and what these developments mean for efforts to promote fair and ethical recruitment.

Financing Responses to Climate Migration: The Unique Role of Multilateral Development Banks

Multilateral development banks (MDBs) have emerged as major players in responding to climate change, investing in sustainable infrastructure and climate resilience. But while many MDBs have shown interest in projects with positive impacts for climate migrants and host communities, they sometimes struggle to maximize these effects. This report examines MDBs’ role in responding to climate-related migration and displacement to date and opportunities to scale up their work.

Strengthening Refugee Protection and Meeting Challenges: The European Union’s Next Steps on Asylum

With the European Council meeting in late June 2014 to adopt strategic guidelines on asylum and migration policy, amid strains resulting from Syrian refugee migration and other flows, this MPI Europe policy brief identifies challenges and proposes a forward course. The brief recommends increased engagement by Member States in practical cooperation as a way to strengthen implementation and consolidation of existing EU laws and achieve more consistent asylum decision-making.

In the absence of a policy plan to address the surge in unaccompanied child arrivals at the U.S.-Mexico border, simplistic explanations and draconian “solutions” are already surfacing. In reality, the problem is enormously complex and there is no single policy approach that is going to bend the curve on unaccompanied child arrivals. This commentary explores possible ways forward.

Moving Up the Ladder? Labor Market Outcomes in the United Kingdom amid Rising Immigration

This report analyzes the labor market integration of recent immigrants to the United Kingdom. During the 2000s, a large influx of labor from Eastern European countries transformed the United Kingdom's immigrant population and labor market. The report finds that over time, these new arrivals showed some progress in moving out of the lowest-skilled jobs.

Syrians on the Edge: The Status of Refugees in Neighboring Countries

A discussion with findings from an ORSAM report that evaluates the effect of the Syrian refugee crisis on Turkey, Lebanon, Jordan, and Iraq, as well as on the more than 3 million Syrians who have fled their homeland to become refugees in neighboring countries. The discussion focused on the social and economic impact of the refugees in Turkey, with remarks by the Director General of Turkey's state-run relief agency, AFAD.
