Although in many countries immigrants fill labor gaps in fields such as agriculture and construction, few legal migration pathways exist for low-skilled workers. As states meet to negotiate a Global Compact for Safe, Orderly, and Regular Migration, this policy brief takes stock of the channels available for such workers to move legally and take up work abroad, highlighting promising practices and policy gaps.
The mental health of asylum seekers has emerged as an important issue following the 2015-16 European migration and refugee crisis. Many asylum seekers suffer from depression, post-traumatic stress disorder, and similar conditions—with implications not only for their well-being but also potentially for the outcomes of their claims and the integrity of the asylum system as a whole, as this article explores.

Papademetriou—to explore what will be needed over the next years to ensure that the properly managed movement of people remains an integral, positive force in the world.
Development assistance may be a blunt tool for reshaping migration patterns—and indeed one that could increase flows over the short term. As destination countries look for ways to better manage migration, many are seeking to build or strengthen collaboration with origin and transit countries. While many partnerships share similar goals—limiting arrivals, returning unauthorized migrants, and addressing migration’s root causes—their outcomes vary. This Transatlantic Council Statement examines the factors behind these mixed results and offers recommendations to make partnerships succeed.
In 2016, the European Union announced with fanfare a new Migration Partnership Framework to inform cooperation with countries of origin and transit. While the bloc has long recognized collaboration as key to achieving its migration-management aims, EU partnerships face persistent challenges, including looking beyond short-term enforcement goals and taking into account partner needs, capacity, and objectives.
With 1 million people forcibly returned to Afghanistan in 2016 alone, the nature of return policies and reintegration assistance from European governments and others merits significant attention. This report examines the implications that returns present for those who are returned, Afghan society, and the migration-management and development objectives of the countries that are initiating the returns.
Achieving the “Partnership” in the European Union’s Talent Partnerships
The European Commission marks a new chapter in EU cooperation on migration with third countries with the launch of its Talent Partnerships, which seek to combine mobility schemes for work or training with investments in third countries in related areas, such as vocational education and training. The success of these partnerships will hinge on the degree of support they can win from Member States, the private sector, and third countries.
