Using Risk Analysis to Shape Border Management: A Review of Approaches during the COVID-19 Pandemic

Although nearly all countries adopted travel measures during the COVID-19 pandemic, national approaches have varied considerably and often been controversial. In many cases, decisionmakers failed to clearly communicate the rationale for using certain measures. This report looks at how governments and international organizations approached travel-related risk analysis, and what it would take to do this more strategically in future public-health emergencies.

Reassessing Recruitment Costs in a Changing World of Labor Migration

Migrant workers can pay a range of costs when they are recruited and relocate for jobs abroad, accruing significant debt. While many countries, international organizations, and other stakeholders have sought to reduce or eliminate recruitment costs, the pandemic has exacerbated and added to these expenses. This policy brief explores how the costs migrant workers face have changed, and what these developments mean for efforts to promote fair and ethical recruitment.

Financing Responses to Climate Migration: The Unique Role of Multilateral Development Banks

Multilateral development banks (MDBs) have emerged as major players in responding to climate change, investing in sustainable infrastructure and climate resilience. But while many MDBs have shown interest in projects with positive impacts for climate migrants and host communities, they sometimes struggle to maximize these effects. This report examines MDBs’ role in responding to climate-related migration and displacement to date and opportunities to scale up their work.

This former British colony in the Caribbean, once a destination for forced and indentured labor from across the globe, has experienced large emigration flows of both skilled and unskilled workers and their families to the United Kingdom, the United States, and Canada over the last half century. As Alex Glennie and Laura Chappell of the Institute for Public Policy Research explain, the Jamaican government has a number of strategies to limit brain drain and to encourage return.

Beyond Work: Reducing Social Isolation for Refugee Women and Other Marginalized Newcomers

As migrant- and refugee-receiving countries in Europe, North America, and beyond prioritize services that are focused on employment, language instruction, and civic integration, newcomers who are not in the workplace are at high risk for social isolation. As a result, societies should reconsider what successful integration looks like for vulnerable newcomers who will never find traditional employment or who need a longer-than-average timeline to get there.

Dependent on Remittances, Tajikistan’s Long-Term Prospects for Economic Growth and Poverty Reduction Remain Dim

More than 1 million Tajiks migrate to Russia every year—a sizeable outflow for a country of about 9 million people. These high levels of emigration have had major effects for Tajikistan, especially in the generation of remittances that help lift everyday Tajiks out of poverty but have also made the country increasingly dependent on Russia. This article explores challenges faced by Tajik migrants in Russia and the effects of emigration on Tajikistan’s economy and society.
