This webinar looks ahead at the major external and internal events affecting migration on the continent over the next year.
This MPI Europe discussion brings together two of the most experienced thinkers on migration policy— António Vitorino and Demetrios G. Papademetriou—to explore what will be needed over the next years to ensure that the properly managed movement of people remains an integral, positive force in the world.

The refugee and migration crisis in Europe thrust the issue of legal pathways to the top of European Union (EU) and national government agendas, but progress has so far suffered from a lack of strategic thinking on how legal channels can work together and how to overcome design and implementation challenges. This webinar offers insights from EU Member States on how existing, new, and untapped legal pathways—such as resettlement, community-based sponsorship, and family reunification—can interact with other humanitarian policies and fit into a larger protection strategy. Amid surging migration from Central America, the United States and Mexico in June 2019 agreed to a series of enforcement measures. Yet these near-term efforts will be difficult to maintain given chronic institutional weaknesses and poorly thought-out policy structures in both countries. Long a country of emigration and a springboard for migrants aiming to reach Europe, Morocco has emerged as a destination for many sub-Saharan Africans. As more migrants remain in Morocco, the kingdom has implemented policies to aid with integration. But challenges remain, with most of the estimated 700,000 sub-Saharan Africans living in precarious conditions and irregular status despite some legalization programs.

Since regaining its independence in 1989, the Czech Republic has transformed from a country of emigration to one of rising immigration, amid growing labor market needs. Even as Czechia received few asylum seekers during the 2015-16 European migration crisis, the country has taken a harder line on immigration, and public opinion and political stances have grown more negative towards immigrants and refugees.
When Emergency Measures Become the Norm: Post-Coronavirus Prospects for the Schengen Zone
Most EU Member States closed their borders to travel from neighboring countries in the early stages of the coronavirus pandemic. While internal borders in the Schengen zone largely reopened in time for summer holidays, there is a lingering sense they could snap shut anew. Though the reflexive introduction of border controls speaks to an inherent lack of trust between states, the 2015-16 migration crisis offers lessons on how to begin to rebuild trust, as this commentary explores.
