Paul Diegert

Paul Diegert is a PhD candidate in economics at Duke University. Previously, he was a consultant at Coffey International in London, where he specialized in the quantitative evaluation of education projects. Before joining Coffey, he was a Project Manager for Management Systems International, where he led an evaluation of an agricultural development project for cocoa farmers in West Africa and managed a grants program in Ghana with 34 grantees that supported improved citizen participation in local governance.

He holds a master’s degree in econometrics and mathematical economics from the London School of Economics, and a BA in anthropology from the University of Chicago.

European countries have ramped up their investments in helping refugees find work and integrate into society. Yet little hard evidence exists of what programs and policies work best. This report proposes a new framework for thinking smartly about integration programming, using cost-benefit analysis to look beyond short-term, economic outcomes to also measure indirect benefits through a social-value concept.
