Christopher Horwood

Christopher Horwood is a political scientist and development economist who has been based in East Africa for more than 12 years and is Founding Coordinator of the Regional Mixed Migration Secretariat, working on mixed migration data, analysis, and research in the Horn of Africa and Yemen region.

He has worked on migration, smuggling, and trafficking issues, conducting research studies and producing various publications. Overall, he has spent three decades overseas engaged in different sectors of humanitarian and development work in Asia and Africa, including famine relief, urban inequality, mine action, humanitarian analysis, and policy advice.

Even in a region characterized by mobility, Eritrean refugees stand out for the frequency and distance of their onward movement. With more than 411,000 Eritreans in refugee-like situations, this report outlines how they access protection, the routes they take, and how their high rates of mobility challenge traditional concepts of refugees as static populations and raise questions about how to provide effective protection.
