Kimberly Nortman

Kim Nortman is an associate in Gibson, Dunn & Crutcher’s Los Angeles office.  She currently practices in the firm’s Litigation Department.  Before joining the firm, she served as a law clerk to Judge Eric L. Clay of the U.S. Court of Appeals for the Sixth Circuit (2009-2010), and as a law clerk to Judge Cheryl L. Pollak of the U.S. District Court for the Eastern District of New York (2008-2009).

This report provides a framework for assessing the legal validity of state legislative measures that address unauthorized immigration. To determine their validity, authors seek to establish whether Congress has preempted the law, and if not, whether these local laws exceed the bounds of constitutional authority by conflicting or interfering with existing federal regulatory regimes.
