Children & Family Policy

Children of immigrants are the fastest growing component of the U.S. child population, representing 24 percent of all U.S. children. Immigrant families in the United States are concentrated at the lower end of the socioeconomic spectrum. Thus, policies that advantage or disadvantage families in general and low-income families with children in particular, such as early schooling, family literacy, and day care will have far-reaching impacts. At the same time, policies affecting families will increasingly be judged by their effects on the health, well-being, and school readiness and success of immigrant children.

The Deferred Action for Childhood Arrivals (DACA) program reached its 10th anniversary in June 2022. This article reviews the evidence on DACA’s impacts for Dreamers and the broader society, looks at the increased reliance on similar limited legal statuses to help segments of the unauthorized immigrant population, and examines the legal challenges the program has and is continuing to face.

The 4.3 million Black immigrants in the United States come largely from the Caribbean and sub-Saharan Africa. This article offers insights about rates of poverty, health insurance, and other metrics for Black immigrants both nationally and in the top five major cities of residence, finding that policies at federal and local levels, as well as the legacy of historical Black disenfranchisement, can exaggerate or reduce some of the gaps with U.S.-born White residents.

The fate of the Deferred Action for Childhood Arrivals (DACA) program has ping ponged between all three branches of government. But with the Supreme Court poised to decide DACA's future in spring 2020, Congress may finally be forced to act to resolve the status of DREAMers after nearly two decades of considering various DREAM Act bills. Could this break the long stalemate Congress has had on passing substantive immigration legislation, and pave the way for other actions?

Faced with a lack of employment opportunities and recurrent poverty, Albanian youth migrate to Italy alone in the hopes of improving their educational prospects or making money for their families. Yet upon arrival, they face many vulnerabilities. While some protections for unaccompanied minors exist in the Italy, the system is greatly fragmented and challenges, including how to return them to Albania, remain persistent.
