The adult education system plays a critical role in building the human capital of immigrants who have limited host-country language proficiency, as well as for those who lack a high school diploma or equivalent. Adult education also has the potential to serve as an on-ramp to postsecondary education and jobs paying a family-sustaining wage. And language learning represents a key integration challenge, with such skills necessary for effective functioning in the community and the workforce. Against the backdrop of great need for adult education and language programs are issues of capacity and replication of successful models.

Despite a robust mainstream workforce development system offering job-search and other employment assistance to newcomers, immigrants in France are more likely to be unemployed or in low-skilled work than their native-born peers. This report examines how well recent changes to integration policy, in combination with mainstream employment policies, are supporting migrants' integration and advancement in the labor market.

County- and state-level data examining the populations potentially eligible for the Deferred Action for Childhood Arrivals (DACA) program show an interesting level of ethnic and enrollment diversity that is obscured when examining national-level findings. This commentary examines a few of the findings learned from the new MPI profiles of DACA populations in 36 counties, which are accessible via an online data tool.
