Adult Education & Language Learning

The adult education system plays a critical role in building the human capital of immigrants who have limited host-country language proficiency, as well as for those who lack a high school diploma or equivalent. Adult education also has the potential to serve as an on-ramp to postsecondary education and jobs paying a family-sustaining wage. And language learning represents a key integration challenge, with such skills necessary for effective functioning in the community and the workforce. Against the backdrop of great need for adult education and language programs are issues of capacity and replication of successful models.

In 2013, more than 25 million people in the United States reported limited English proficiency (LEP), an 80 percent increase since 1990. The LEP population, the majority of which is immigrant, is generally less educated and more likely to live in poverty than the English-proficient population. This Spotlight explores key indicators of the LEP population, both U.S. and foreign born, including geographic distribution, language diversity, and employment.

An estimated 41.3 million immigrants lived in the United States in 2013, about 13 percent of the total U.S. population, constituting the world's largest foreign-born population. This Spotlight from MPI's Jie Zong and Jeanne Batalova offers the most current and sought-after data on immigrants in the United States—including origin, educational attainment, the unauthorized, deportations, and more—in one easy-to-use resource.

This article examines the underlying reasons for the interrupted school enrollment of Latino immigrant young adults in the United States who are colloquially referred to as dropouts and perhaps more precisely should be defined as pushouts, shutouts, or holdouts. A study reveals wide-ranging reasons for the interruption in their schooling, both before migration and after, and provides relevant data for educational policy and programming.

This policy brief reviews promising examples of predeparture measures for labor market integration in Europe that are jointly designed and/or run by origin- and destination-country actors, illustrating their potential to help effectively address some of the most stubborn obstacles to successful integration.

Immigrant adults in the United States lag their native-born peers in literacy, numeracy, and problem-solving skills, with resulting effects on their income, employment, education, and health, according to MPI analysis of U.S. scores on the 2012 Program for the International Assessment of Adult Competencies (PIAAC). The findings, which reveal wide ethnic and racial gaps in scoring, underscore deep U.S. social inequalities.

Based on fieldwork in seven states, this report examines the ways in which local educational institutions, legal service providers, and immigrant youth advocates have responded to the first phase of DACA, as well as the program's effects on students' educational and career aspirations.
