In 2011, there were 25.3 million Limited English Proficient (LEP) individuals residing in the United States, or roughly 9 percent of the nation's population ages 5 and older. Although most LEP individuals were foreign born, nearly one-fifth of this population was native born, about three-quarters of whom were children ages 5 to 17.
