The Impact of Asylum Policies in Europe. Event Summary

The issue of asylum seeking has dominated European public opinion and incited political debate as no other in the last decade. Particular attention has focused on the topic of “number of arrivals”. The UK Home Office’s Research Department commissioned a study on the impact of asylum policies on the “number of arrivals” from 1990 to 2000. While the Home Office published the report with the announcement that border controls were the most effective approach to asylum, the report itself digs much deeper. Analyzing Germany, the UK, the Netherlands, Sweden and Italy, the researchers found that pre-entry measures have had the greatest impact on the number of claimants arriving, while measures such as detention and the withdrawal of welfare benefits have had the least impact. The evidence is qualified, however, by suggestions that policy implications are variable, timing is essential, and unintended consequences may be great.

This briefing is part of MPI’s series on “Migration Policy, Politics and Processes in the EU” sponsored by the Delegation of the European Commission in Washington, DC. Our guest speaker will be Dr. David Griffiths from The School of Planning at Oxford Brookes University, United Kingdom. Mr. Griffiths is a co-author of the report.
