While the refugee protection community in the United States is seized with the post-September 11 decline in resettlement numbers, European Union Member States are examining the possibility of establishing potentially large resettlement programs. Three Nordic States have relatively small programs for 500 to 1,000 refugees per year, and only Denmark has created a system in which an NGO plays an active role in the selection process. WHO:
