Panelist Bios

Continuing turmoil in Haiti raises the prospect of further outflows of people seeking safety in nearby Caribbean countries and the United States.

The panel will lead with Jared M. (Jed) Hoffman, Regional Director for Latin America and the Caribbean of Catholic Relief Services, who has just returned from a mission to Haiti. He will give a first-hand picture of the situation on the ground there and the potential for a humanitarian crisis that could encourage future boat departures. Galen Carey, Director of Advocacy and Policy for World Relief, will discuss his agency's long-term development efforts in Haiti, which address the root causes of flight. Both Catholic Relief Services and World Relief have long delivered humanitarian assistance, health care, and development aid in Haiti, remaining in the field throughout successive crises.

The third speaker is Kolude Doherty, Regional Director for the United States and the Caribbean of the office of the United Nations High Commissioner for Refugees (UNHCR). He has spent the last several weeks in intensive consultations with governments in the region, and will discuss the Caribbean states' range of responses to the movement of Haitian asylum-seekers. Bill Frelick, Director of the Refugee Program at Amnesty International-USA (and Chair of the Protection Committee of the Refugee Council USA) will discuss protection issues particular to the situation in Haiti.
