As President Bush's immigration reforms take shape and he and President Fox plan to meet again in March, understanding NAFTA and future free trade agreements' implications for migration will become even more important.

Demetrios G. Papademetriou will assess whether NAFTA met expectations and explore the lessons from NAFTA for future migration discussions. He will base his remarks on "The Shifting Expectations of Free Trade and Migration," a chapter in the recent Carnegie Endowment for International Peace report NAFTA's Promise and Reality: Lessons from Mexico for the Hemisphere.

Thomas F. McLarty will speak from his experience helping craft the NAFTA agreement and serving as a close advisor to Presidents Clinton, Bush and Carter.

Doris Meissner, Senior Fellow at MPI and former INS Commissioner, and His Excellency Juan Jose Bremer-Martino, Mexican Ambassador to the United States, will discuss NAFTA's role in development of the bilateral relationship and what it means for future migration for both the United States and Mexico.
